The South Pasadena City Council is scheduled to convene on Wednesday, August 20, 2025, for what is shaping up to be one of the most consequential meetings of the year so far. The packed schedule spans from closed-session litigation updates to a special study session on the City’s tree ordinance, culminating in an evening agenda addressing issues that have been years in the making.

This meeting comes amid a notable shift in City Hall’s performance. After several years of stalled projects, staffing turnover, and public frustration, recent months have brought signs of renewed momentum.

Since January, newly seated councilmembers and department heads have pushed through overdue infrastructure contracts, advanced long-delayed housing compliance measures, and modernized internal operations.

Most notably, in just over four months, City Manager Todd Hileman has made steady progress with crucial operational reforms—streamlining procurement, tightening budget controls, filling key vacancies, and restoring interdepartmental coordination that had broken down in recent years. These efforts have not only accelerated stalled projects but have also begun to rebuild public trust in City Hall’s ability to deliver.

Closed Session: Litigation & Housing Authority Negotiations

At 5:15 p.m., the Council will meet in closed session to discuss several ongoing legal matters, including three civil cases against the City and the multi-state Purdue Pharma bankruptcy. Also on the docket: real property negotiations involving Housing Authority-owned parcels on El Centro Street, with Related SoCal Development, LLC listed as the negotiating party.

Study Session: Overhauling the Tree Ordinance

At 6:00 p.m., a public study session will focus on potential revisions to Chapter 34 of the South Pasadena Municipal Code, which governs the City’s tree protections. The discussion will review staff recommendations for updates to preservation and permitting rules, with the goal of drafting a modernized ordinance for future Council adoption.

Regular Meeting Highlights

The 7:00 p.m. regular session features more than two dozen items, many linked to initiatives that have been building since the start of 2025:

Budget & Capital Planning

  • Fiscal Year 2025–2026 Operating Budget & Capital Improvement Program: The Council is set to adopt the new budget, a significant milestone in aligning long-term infrastructure and service priorities.

  • Funding Appropriations: Sponsorship dollars for senior programs and the Summer Concerts in the Park series will be formally added to the budget.

Housing & Land Use

  • Housing Element Amendments: Updates to the Land Use and Open Space Elements, Downtown Specific Plan, and zoning code to adjust height limits, density allowances, and development standards to meet state housing mandates.

  • Fire Hazard Severity Zone Designations: Proposed ordinance to update wildfire risk mapping and add local hazard areas under Government Code Section 51179.

Public Safety & City Operations

  • Noise Regulation Update: Amending the “Loud Party” ordinance to strengthen enforcement on unruly gatherings.

  • Shared Fire Division Chief Agreement: Renewal of a cooperative arrangement with San Marino to share a senior fire leadership position.

  • Fleet Modernization: Purchase of two electric vehicles for City use, funded through AB 2766 AQMD allocations.

Administrative & Staffing Moves

  • Reclassifications: Establishing a Human Resources Director role and revising job descriptions for HR and Risk Management leadership.

  • Recruitment Contracts: Multiple professional services amendments for executive searches, accounting assistance, and IT consulting—part of a broader effort to stabilize staffing.

City Council & South Pasadena Staff Progress Since Early 2025

The year began with South Pasadena under mounting pressure: a state housing compliance clock ticking, major infrastructure plans awaiting funding, and residents voicing frustration over a lack of follow-through. Since then:

  • The City secured outside expertise for housing and zoning updates to meet state deadlines.

  • Deferred maintenance projects, including street improvements and water infrastructure, have moved forward with new contracts and environmental review steps.

  • Staffing gaps in key administrative and public safety roles have been narrowed through targeted recruitment.

  • Councilmembers, especially Mayor Pro Tem Sheila Rossi and freshman Councilmember Omari Ferguson, have pushed for more transparency and accountability in public sessions.

South Pasadena Residents’ Engagement is Key

The August 20 agenda represents both continuity and change—finalizing work that has been in process for months while taking new steps on policy areas long overdue for attention. From adopting a balanced budget to reshaping the City’s housing framework, the outcomes could define South Pasadena’s civic direction for years to come.

Residents can participate in person at the City Hall Council Chambers, watch live online, or provide public comment via Zoom or email before noon on meeting day. Details and full agenda packets are available on the City’s website (CLICK HERE).
