Patrol units of the SPPD apprehended a pair of car thieves on Monterey Road Thursday afternoon. The vehicle, which was stolen in another jurisdiction, was stopped near Fremont where officers cautiously made the arrests with guns drawn not knowing if suspects were armed. No shots were fired as the suspects complied with officers instructions for surrender.
