
The South Pasadena City Council is set to convene for a significant regular meeting on Wednesday, July 16, 2025, with a packed agenda that includes public hearings on housing development standards, new solid waste rates, and the long-term plan for the Arroyo Seco Golf Course.
The meeting will be held at 7:00 PM in the Amedee O. “Dick” Richards Jr. Council Chambers at 1424 Mission Street. The public has multiple options to participate, including in-person, via a live broadcast on the city’s website, or through Zoom and phone.
Public Hearings on Key Community Issues
The council will hold several major public hearings:
- One key hearing involves proposed amendments to the city’s General Plan and zoning code to facilitate more housing. These changes include new height limits and density adjustments aimed at implementing the 2021–2029 Housing Element programs.
- Another critical public hearing will address proposed solid waste rate adjustments. The council will consider a resolution to establish a new rate formula and approve the rates for collection and disposal services, which would commence on August 1, 2025. The council will first determine if a majority protest exists against the changes before making a final decision.
- A third public hearing will focus on confirming the annual levy and collection of assessments for the Lighting and Landscaping Maintenance District for the 2025–2026 fiscal year.
Future of Arroyo Seco Golf Course and Other Major Decisions
The future of the Arroyo Seco Golf Course is up for discussion, with the council considering a proposal to seek a public-private partnership for the redevelopment, operation, and maintenance of the facility. Staff is seeking direction on whether to issue a Request for Qualifications (RFQ) to find a private partner.
In other significant financial and administrative actions, the council will consider:
- Approval of Warrants: The council will review and approve prepaid and general city warrants totaling over $3.6 million, alongside other payroll and online payments.
- SR 710 Surplus Properties: An agreement with Caltrans for the city to purchase twelve surplus residential properties formerly part of the SR 710 extension project.
- Police Vehicle Purchase: The acquisition and outfitting of a 2025 Chevrolet Tahoe as a new command and response vehicle for the police department, at a total cost not to exceed $111,118.
- Sewer Maintenance Contract: The award of a six-year, $4.6 million contract to Pipe Tec, Inc. for sanitary sewer cleaning and inspection services.
Public Participation and Meeting Details
The meeting will begin with a call to order by Mayor Janet Braun and a roll call of the council members. Public comment on non-agenda items is welcomed at the beginning of the meeting, with each speaker allotted three minutes, though this time may be adjusted.
