On Thursday, July 30, 2026, the South Pasadena City Council will hold an adjourned regular meeting to review proposed ordinances that could temporarily shield specific local areas from the immediate impacts of Senate Bill (SB) 79, also known as the Abundant and Affordable Homes Near Transit Act.
The meeting will begin at 5:15 p.m. at the Amedee O. “Dick” Richards Jr. Council Chambers.
The core of the agenda focuses on two major items listed on the Consent Calendar, both recommending the adoption of uncodified ordinances to delay the effectuation of SB 79 for select parcels of land.
The first proposed ordinance seeks to delay the state housing law and exclude individual sites that contain locally designated historic resources. The second ordinance targets the downtown corridor, aiming to delay SB 79 effectuation for sites zoned strictly as Downtown Specific Plan Mixed Use Core and Downtown Specific Plan Mixed Use Core-50 within the transit oriented development area. Both items include recommendations to determine the actions exempt under the California Environmental Quality Act (CEQA).
General public comment will be limited to 30 minutes at the beginning of the agenda. Speakers must submit a Public Comment card during this initial period to be queued, and any remaining speakers will be heard at the end of the meeting.

The next regular City Council meeting following this session is scheduled for August 5, 2026, at 7:00 p.m., where city staff are expected to present broader recommendations for a locally tailored alternative plan regarding SB 79 compliance.
