On Wednesday, July 15, 2026, Mayor Sheila Rossi and the South Pasadena City Council will convene for a significant evening of municipal decisions.
The night features a 5:00 p.m. closed session, a 6:00 p.m. study session, and the regular meeting at 7:00 p.m.. All gatherings will take place at the Amedee O. “Dick” Richards Jr. Council Chambers.
Traffic safety takes center stage during the regular session as the council considers the Measure M Multi-Year Subregional Program funding plan. The proposed project list aims to reshape how vehicles and pedestrians interact across town.
Key funding allocations up for discussion include:
• Programming $1,000,000 for operational improvements on Orange Grove Avenue to limit dangerous left turns into residential areas.
• Allocating $600,000 for the installation of a new roundabout at Marengo Avenue and Maple Street.
• Dedicating $600,000 for signal improvement upgrades at Monterey Road and Indiana Avenue.
• Earmarking $150,000 for the Garfield and Mission intersection.
• Investing $700,000 in transit-related improvements along the Huntington Drive and Fremont Avenue corridors.
Additionally, the council will vote on purchasing a $200,000 electric vehicle to replace a decade-old asset for the city’s Dial-A-Ride program, which serves seniors and disabled residents.
Sharing Spaces with Local Schools
Civic synergy is also on the docket, with a proposed Joint Use Agreement between the city and the South Pasadena Unified School District.
This agreement aims to formalize the shared use of specific municipal and district facilities. By bridging the gap between city properties and educational spaces, officials hope to maximize community resources for residents of all ages.
Reorganizing City Hall
Internal shifts at City Hall reflect an evolving approach to municipal management. The council will consider adopting a resolution to amend the city’s Table of Organization for the 2026-2027 fiscal year.
City Manager Todd Hileman’s staff proposes deleting the Environmental & Sustainability Manager role while adding two full-time Customer Success Representative positions.
Further internal shifts include reclassifying a Deputy Police Chief to a Police Captain and adding a limited-term Management Intern. These changes are designed to bolster the newly introduced Customer Success Program to better serve South Pasadena residents.
Closed-door Property Talks
Before the public session begins, leaders will huddle in a 5:00 p.m. closed session to discuss a massive slate of real estate negotiations.
City Manager Todd Hileman will act as the agency negotiator for pricing and payment terms concerning several notable residential addresses. These include parcels on Bonita Drive, Grevelia Street, Prospect Avenue, Valley View Road, and multiple properties on Orange Grove Avenue.
Additionally, the city is negotiating terms with the South Pasadena Tournament of Roses Association regarding the property at 435 S. Fair Oaks Avenue.
Following these talks, a 6:00 p.m. study session will allow the council to refine its own rules of procedure and council governance policies.
