On Wednesday, October 21, 2026, at 7:00 PM, the South Pasadena City Council will convene at the Amedee O. “Dick” Richards Jr. Council Chambers (1424 Mission Street) to tackle several key community issues. Mayor Sheila Rossi will call the meeting to order alongside Mayor Pro Tem Omari Ferguson and Councilmembers Michael A. Cacciotti, Jon Primuth, and Janet Braun.
Serving Up New Park Court Rules
Headlining the discussion items is a proposed court use framework for tennis and pickleball at Garfield Park and Orange Grove Park.
Councilmembers will evaluate a proposed six-month pilot program that establishes official court hours from 7:00 a.m. to 9:00 p.m. at both sites.
Under the framework recommended by the Community Services Commission, ordinary public use would remain primarily first-come, first-served, with optional reservations and mandatory permits for organized activities.
The plan maintains existing court striping, keeping Garfield Park dedicated exclusively to tennis while retaining multi-purpose tennis and pickleball lines at Orange Grove Park.
City staff will also seek direction on potential sound-attenuation improvements at Orange Grove Park to address neighborhood noise concerns.
Street Repair Bond and Olympic Planning
In addition to park operations, the Council will consider Resolution No. 8041 supporting voter approval of Measure SOS on the upcoming November 3, 2026 ballot.
Measure SOS is a proposed General Obligation Bond intended to fund the rehabilitation and reconstruction of streets, roads, alleyways, sidewalks, curbs, and gutters citywide.
Staff will also launch discussions on creating a City Council ad hoc committee to oversee preparations and establish a scope of work for the 2028 Olympic and Paralympic Games.
Fleet Electrification and Capital Improvements
The Consent Calendar features several notable municipal investments and infrastructure upgrades across South Pasadena.
The Council will review approval of $1,403,315.67 in general city warrants and $119,623.85 in prepaid warrants.
• Recommendations include purchasing two 2027 Chevrolet Blazer EVs and one 2027 Chevrolet Silverado EV using Cannabis Tax Grant funds, alongside an appropriation of $52,000 from Asset Forfeiture funds for vehicle outfitting.
• Authorization is requested to apply for up to $360,000 from the Highway Safety Improvement Program (HSIP) Cycle 13 for pedestrian crossing safety enhancements at Mission Street & Mound Avenue and Mission Street & Milan Avenue.
• The Council will consider approving plans and specifications for the North-South Intelligent Transportation Systems Deployment on Fair Oaks Avenue.
• Staff will present an update on the Metro Throne restroom usage near the South Pasadena A Line Station and review an updated exterior wrap design.
• Prior to the open session, the Council will hold a Regular Closed Session at 6:15 PM to consult with legal counsel regarding two potential cases of anticipated litigation.
