
What to Expect in Phase 2 Debris Removal

A new interactive graphic is now available online to help property owners visualize the Phase 2 government-run debris removal program led by the U.S. Army Corps of Engineers.
Residents can visit the Phase 2 Debris Removal: What to Expect page for interactive visuals and the latest updates. The U.S. Army Corps of Engineers also released a video featuring Col. Swenson, who discusses tree removal qualifications as part of the debris removal process.

Fire Eviction Protection Forms Now Available
Tenants affected by January wildfires can now access eviction protections approved by the Board of Supervisors. The protections are in effect through July 31, 2025, covering all 88 cities and unincorporated areas.
Eligible tenants must submit a sample notification form to their landlord stating financial hardship due to wildfires.
Important Deadlines:
- March 4: Deadline to notify landlords for February protections.
- March 7: Deadline to notify landlords for March protections.

Weather Alert: Rain and Possible Thunderstorms
According to the National Weather Service, light to moderate rain is expected Tuesday night through Thursday, with a slight chance of:

- 10-20% chance of flooding and burn scar debris flows

New PCH Access Passes Available
A new Pacific Coast Highway access pass has been launched by LA County Sheriff’s Department, LAPD, City of LA, and Supervisor Lindsey Horvath’s office.
Pass Availability:
- UCLA Research Park West (Mon-Sat, 9 a.m. – 7 p.m.)
- Santa Monica College Malibu Campus (Tues/Thurs, 10 a.m. – 4 p.m.)
- Malibu City Hall (Sat, 10 a.m. – 4 p.m.)
Passes are limited to residents, businesses, and school buses in Palisades and Malibu burn areas.

Applicant Briefing for cities, school districts, state agencies, and eligible private nonprofit organizations to discuss public assistance funding due to a disaster declaration. The deadline to apply for assistance is March 9.

Track Your Phase 2 Debris Removal Status
Property owners who opted into Phase 2 debris removal can track their submission status here.
The U.S. Army Corps of Engineers have completed the first residential property under Phase 2 cleanup.
For those opting into the government-sponsored debris removal program, the online Right of Entry form is available here. The form also is available in Spanish, Russian, Armenian, Korean, and Simplified Chinese.

For those who opt-out: Property owners who choose to hire private contractors for fire debris removal can now receive a permit that allows home and business owners and their authorized private contractors to manage their own debris removal efforts while ensuring compliance with local, state, and federal safety and environmental standards.
The first edition of the Eaton and Palisades Fire Debris Removal permit is available via the County’s EPIC-LA system. For more details, click here.
Upcoming Deadlines for Disaster Assistance
Apply for Federal Assistance Before March 10
Homeowners, renters and businesses impacted by the wildfires have less than one week to apply for federal disaster assistance. Monday, March 10 is the deadline to apply for both FEMA disaster assistance and a U.S. Small Business Administration (SBA) low-interest disaster loan.

Financial Help: LA County Household Relief Grant
If your home was impacted by Eaton and Palisades fires or recent windstorms, you may qualify for the LA County Household Relief Grant.

Small Business & Worker Relief Funds
Small businesses and nonprofits impacted by the recent wind and wildfire disaster are eligible to apply for the LA Region Small Business and Worker Relief Funds before the deadline on Wednesday, March 12.
- Small Business Relief Fund: Offers cash assistance grants up to $25,000 for small businesses and nonprofits that suffered structural damage, equipment or inventory loss, or revenue loss due to the disaster.
- Worker Relief Fund: Provides cash assistance grants up to $2,000 for workers who lost employment or income because of the disaster.

Altadena Community Meeting
To find out the latest information on recovery resources for the Altadena community, join the community meeting hosted by Supervisor Kathryn Barger on Monday, March 10 from 4 to 5 p.m. via YouTube by visiting the County of Los Angeles YouTube channel.

One-Stop Permit Centers: Get Help with Rebuilding
Residents affected by the Palisades and Eaton fires can access One-Stop Permit Centers for guidance through the rebuilding process. These centers provide direct assistance, answer questions, and connect you with the building and planning departments responsible for your area. The Altadena One-Stop Permit Center is now open at its new location.
