South Pasadena Council to Vote on Housing Density, Noise Ordinance Following Special Legal Session

The South Pasadena City Council has a full agenda for Wednesday, September 3, 2025, that includes final votes on major housing and noise ordinances during its 7:00 PM public meeting. The evening’s schedule was adjusted after the city announced the cancellation of one private meeting and the scheduling of another to discuss sensitive legal matters.

 

Cancelled and Special Closed Sessions

In a last-minute change, the City Council’s Regular Closed Session, originally scheduled for 5:30 PM, was cancelled, according to a notice posted on September 2.

In its place, a Special Closed Session has been scheduled for 6:15 PM. During this private meeting, the council will confer with its legal counsel on several litigation matters. The specific topics on the agenda include:

  • Anticipated Litigation (Exposure): One potential case where the city could be sued.
  • Anticipated Litigation (Initiation): Four potential cases where the city is considering filing lawsuits against other parties.
  • Existing Litigation: A discussion regarding the ongoing In re: National Prescription Opiate Litigation, a large-scale case involving numerous municipalities.

Any reportable actions from this session are expected to be announced by the City Attorney during the public meeting.

Key Votes on Housing and Public Nuisance

During the 7:00 PM regular meeting, two significant ordinances are up for a second and final reading, meaning they could be formally adopted into city law.

The first ordinance involves substantial amendments to the city’s zoning code related to height, density, and development standards. These changes are designed to implement South Pasadena’s 2021-2029 Housing Element, a state-mandated plan to address housing needs.

The council will also hold a final vote on an ordinance to regulate “loud and unruly gatherings” by amending the city’s existing noise regulations.

Financial and Community Items

Other notable items on the agenda include:

  • Chamber of Commerce Agreement: Consideration of an $82,000 agreement with the South Pasadena Chamber of Commerce for economic development activities, funded by Business Improvement Tax revenues.
  • City Warrants: Approval of warrants and payroll totaling over $1.7 million.
  • Community Support: A proclamation recognizing the Oneonta Club Foundation for 50 years of service and a request for $900 in discretionary funds from Councilmember Cacciotti for the annual Stratford Block Party.
  • City Staffing: A vote on approving a new citywide salary schedule and updating job classifications.
