Senator Anthony J. Portantino introduced a bill that would delete the 710 extension from state codes on his first day of the new legislative session. The bill was submitted Monday, December 4, 2018.
Senator Portantino said during the 2016 negotiation process ending the 710 that he made a commitment to the DoT (Department of Transportation) to wait until the Final EIR (environmental impact report) before introducing legislation that would remove the 710 freeway from the streets and highways code in Sacramento.
Transportation Secretary Brian Annis and the senator disclosed the final EIR at a press conference in Pasadena which lead the way for the announcement regarding the new legislation.
Bill SB 7 is designed to delete the freeway extension and also facilitate the sale of properties owned by Caltrans. Portantino will be working closely with the surrounding cities to help expedite the appropriate disposition of the surplus freeway stubs. The stub language will be infused into SB 7 once finalized.
According to Portantino, SB 7 has amassed support from multiple co-authors including Assemblymember Blanca Rubio (D-Baldwin Park) Chair of the Senate Transportation Committee, and Assemblymember Wendy Carrillo (D-Los Angeles) and Senator Jim Beall (D-San Jose) which have all signed on.
